			<content:encoded><![CDATA[<p><strong>Plano, TX</strong> – The North Texas Tollway Authority (NTTA) is launching its partnership with ACE Cash Express on Wednesday, May 12, 2010, to provide additional locations for motorists to pay their ZipCash invoices and to open and load cash-backed TollTag accounts as the Authority moves forward transitioning the remainder of its system to all-electronic toll collection (all-ETC). </p>
<p>Media is invited to attend the launch event Wednesday from 10 a.m. to noon at the ACE Cash Express store located at 2540 N. Josey Lane in Carrollton. The NTTA TagWagon staff will be on-hand providing information and giveaways to the public. Executive staff from both the NTTA and ACE Cash Express as well as a promotional team from ESPN will also be in attendance. </p>
<p>“As the NTTA continues to grow, we want to make sure we are able to offer outstanding customer service,” said Clayton Howe, NTTA assistant executive director of operations. “This partnership allows NTTA customers additional payment options during and following the conversion of our system to all-electronic toll collection and as we continue to enhance mobility in North Texas.” </p>
<p><span id="more-149"></span> </p>
<p>Customers will be able to visit 153 ACE Cash Express locations in the Dallas//Fort Worth Metroplex, providing convenient neighborhood payment locations for NTTA cash customers. For a $3 fee, customers can sign up for cash-backed TollTag accounts. Prior to the partnership with ACE, this could only be done by going online or visiting the NTTA’s Customer Service Center. For a $2 fee, customers can Pay ZipCash statements and add money to an existing account. Customers who receive ZipCash invoices or ZipCash late invoices can visit any ACE location to pay their bill efficiently and quickly.</p>
<p>“This important partnership between ACE Cash Express and the NTTA supports our most primary business initiative which is, making key financial services available to the local community,” said Victor Faszczuk, ACE vice president of business development. “NTTA represents a milestone for ACE as we broaden our services to include toll-based products and services. The ability to now offer TollTag users the convenience of over 150 North Texas ACE locations to quickly complete cash transactions is meaningful and significant. A lot of hard work on both sides went into making this service available at ACE. We are honored that NTTA has selected ACE to partner on the expansion of their services.”</p>
<p>ZipCash customers enjoy the same hassle-free roadway experience that TollTag customers do, but pay a 50 percent higher toll rate due to the cost of collection. By getting a TollTag, they can<br />
save money on their tolls and enjoy the convenience of not worrying about invoices. They can also get up to three TollTags per account. TollTag customers also can use their TollTag to travel<br />
on any toll road in Texas. Customers whose accounts are backed with a credit or debit card can use their TollTags for parking and pass-through privileges at D/FW International Airport and all<br />
parking at Dallas Love Field.</p>

<p>Part of this donation was made possible by the sale of the pink ribbon magnets that were sold in ACE stores during the month of October – Breast Cancer Awareness month.  In addition, when ACE customers use their Pink NetSpend Visa<sup>®</sup> Prepaid Card, purchased exclusively at ACE, they have the opportunity to give back as well.  Every time a customer uses this card, a percentage of the purchase is donated to National Breast Cancer Foundation. </p>

			<content:encoded><![CDATA[<p>Montvale, NJ &#8211; According to an economic study released today, consumers who opt to use a network branded prepaid card could pay as much as 35-70% less in fees compared to low balance checking and debit accounts, making prepaid cards a far more cost-effective, valuable financial tool for many.</p>
<p>The comparative economic analysis was conducted by economist Michael Flores of Bretton Woods, Inc, an expert on financial institutions. The study analyzed a range of payments options available to consumers, and their relative costs and benefits. It also looked at various kinds of prepaid cards, including analyzing the cost and benefits of both general purpose reloadable cards (the kind consumers buy for themselves) as well as prepaid cards tied to direct deposit (these are most often used by state governments to deliver benefits, by companies for payroll, etc.). While smaller studies have been done in the past, this is the first, comprehensive study that compares the costs of prepaid cards in the context of alternative financial tools.</p>
<p><span id="more-63"></span></p>
<p>“There is no question that prepaid cards are a much better option for many consumers,” said Flores. “An objective review of the costs associated with these cards compared to costs of alternatives such as basic bank checking accounts, in addition to the safety and security<br />
associated of prepaid cards compared to cash, leaves no doubt that prepaid cards are a smarter option for many.”</p>
<p>Prepaid cards have risen in popularity among consumers in recent years. These cards offer many of the same benefits, including fraud and loss protections, as credit cards. However, they access funds pre-paid, eliminating the risk of debt or overdrafting. Prepaid cards open the door to large segments of the population who otherwise might not be able to access our card-based economy or consumers who want to more effectively budget their spending.</p>
<p>“The Bretton Woods report provides hard, empirical evidence behind the notion that network branded prepaid cards improve the lives of many people, by saving them money and time managing their finances,” said Kirsten Trusko, President of the Network Branded Prepaid Card Association (NBPCA). “Prepaid cards afford the consumer the flexibility and security benefits of a traditional credit card without the risk of running up debt and overdraft charges. That’s particularly critical in today’s tough economic climate. Today’s report goes a long way toward silencing uninformed critics who want to remove this valuable tool as a financial option for millions of American consumers.”</p>
<p>To gain an appreciation of the costs to consumers using network branded prepaid cards, Flores assembled the pricing of basic FDIC insured checking accounts from the top four banks in the United States and the prices from largest providers of network branded prepaid cards in order to provide a basis of comparison of costs to consumers given similar usage patterns. The analysis also examined recent studies on a typical usage pattern for prepaid card users. The comparison revealed:</p>
<ul>
<li><strong><em>A typical consumer with a low balance checking account can expect to pay $200 to $350 annually. These costs include overdraft charges, ATM fees and minimum balance fees.</em></strong></li>
<li><strong><em>Consumers without access to traditional banking and without a prepaid card must rely on a patchwork system of money orders, check cashing services and bill-payment fees. These fees cost the user from $167 to over $312 annually.</em></strong></li>
<li><strong><em>A consumer who chooses a prepaid card instead of a bank account with direct deposit (commonly for payroll or a government benefit) may pay between $108 to $207, a savings of $96 to $146 over a basic checking account.</em></strong></li>
<li><strong><em>General purpose prepaid card users can expect to pay $215 to $320 annually.</em></strong></li>

<p>Compton, CA (Nov. 6, 2008) &#8211; On Halloween, 300 mothers and children, all residents of the SHIELDS&#8217; Keith Village Recovery Program, enjoyed an afternoon of treats as ACE Cash Express celebrated their personal triumphs with a fall harvest festival. The day included games, prizes, arts and crafts, gourmet carnival foods, live deejay and a Monster Mash line that wound around the 86-unit complex with kids ages 4 to 14 showing off their Halloween masks and receiving goodies.</p>
