U.S. Government Phasing Out Paper Checks: Switch to Direct Deposit at ACE

This version has updated statistics on the groups who could be impacted and incorporates the latest information available.

 

If you receive a paper check for your federal tax refund or U.S. government benefits, 2025 could be your last year to do so.

 

President Trump signed an Executive Order on March 25, 2025, declaring that the federal government will no longer produce paper checks, transitioning instead to electronic funds transfer (EFT) methods like direct deposit effective September 30, 2025. Titled “Modernizing Payments to and from America’s Bank Account,” the Executive Order states that the primary reason for the change is “… to defend against financial fraud and improper payments, increase efficiency, reduce costs, and enhance the security of Federal payments.”

 

Why does this Executive Order that phases out paper checks matter?

 

Once the Executive Order goes into effect, U.S. government benefit payments and tax refunds will process with EFT methods like direct deposit, prepaid card accounts, and other digital payment options, with limited exceptions. If you currently receive federal benefits payments by paper check, it’s a good idea to set yourself up to receive those funds electronically, in advance.

What are some examples of federal government payments by paper check?

 

  • Tax refunds

     

  • Social Security benefit payments (for retirement, disability, and survivors)

     

  • Supplemental Security Income (SSI) payments

     

  • Veterans Affairs benefit payments (for disability, pension, and educational assistance)

     

  • Federal employee retirement payments

 

Who could this Executive Order about paper checks affect the most?

 

Those who receive federal tax refunds and benefits from the Social Security Administration (SSA) are most impacted by the Executive Order, followed by veterans and federal retirees.

 

Top three groups by the numbers: 

 

  • The IRS paid 9,865,000 tax refunds by paper check out of 104,886,000 (9.4%) during the 2024 calendar year.

     

  • As of September 2025, the SSA reports that 397,054 out of 69,503,858 beneficiaries (0.6%) still receive paper checks.

     

  • 238,663 out of 7,416,271 SSI recipients (3.2%) receive their payments by paper checks as of September 2025.

 

As of the latest information available, the total number of people who could be impacted in these three groups is approximately 10,500,717.

 

In a press release on Aug. 14, 2025, the U.S. Department of the Treasury (Treasury Department) reiterated that the federal government will stop issuing paper checks for “most federal payments” on September 30, 2025. Interestingly, the press release focuses on people who are receiving government benefits by paper check and does not mention those who receive their federal tax refunds by paper check.

How is the Treasury Department informing people about the Executive Order?

 

In the Executive Order, the Treasury Department is responsible for coordinating a “comprehensive public awareness campaign” to help federal government payment recipients access and set up digital payment options. More recently, the Bureau of the Fiscal Service (part of the Treasury Department) posted implementation guidance for agencies, urging them to “proactively engage existing check recipients to facilitate their enrollment in direct deposit to a checking or savings account or other EFT alternatives to include developing targeted outreach, communicating available EFT options, and providing customer support.”

Are there any exceptions to this Executive Order?

 

According to a White House Fact Sheet released immediately following the Executive Order, “Exceptions will be made for people without banking or electronic payment access, certain emergency payments, certain law enforcement activities, and other special cases qualifying for an exception under the Order or other existing law.”

 

The Executive Order doesn’t explicitly outline how the federal government will identify and assist those in unbanked households (5.6 million American households, or 4.2%, in 2023) who might qualify for an exception.

 

What’s happened since President Trump signed the Executive Order to eliminate paper checks on March 25, 2025?

 

  • On May 30, 2025, the Treasury Department released a Request for Information (RFI) from stakeholders about the Executive Order, opening a public comment period through June 30. The RFI solicited feedback about transitioning those who receive paper checks to EFT, ideas for a public awareness campaign, and preferred EFT methods. They received 248 comments, 168 from individuals (60 anonymously) and 80 from organizations.

  • According to the Executive Order, Sec. 6(a), heads of agencies are required to submit a compliance plan detailing their strategy for eliminating paper-based transactions within 90 days (June 23, 2025) to the Director of the Office of Management and Budget.

  • In its implementation guidance for federal agencies related to this Executive Order, the Bureau of the Fiscal Service requires agencies to “coordinate with relevant program offices to identify potential challenges or compliance risks and report operational or statutory implementation barriers to Treasury as soon as possible, but no later than July 25, 2025.”

  • The Treasury Department issued a press release on Aug. 14, 2025, announcing the federal government will stop issuing paper checks for most federal payments on September 30, 2025.

Later this month:

  • According to the Executive Order, Sec. 6(b), the Secretary of the Treasury must deliver an implementation progress report to the President within 180 days (Sept. 21, 2025).

  • The Executive Order is effective on Sept. 30, 2025.
